It isnt that Bush truly believes in them. He is keeping them from Kerry. Pure politics. Kerry has been out manuvered at every turn.

anyway, they are called feelers. But when you get them out in the public, you can measure how much support you have for said issue. But also you take an issue away from the other candidate.

Probably 80% of the more moderate stuff that has come out of the Bush administration hasn't been high on the President's priority list, but instead, it has been high on his re-elect bid list. Politics trumps all when you WANT to get re-elected.

At least, that is the way it works in DC, which is where politics trumps all anyway.
