A thought did occur to me...they could actually set up a pretty large disobeyance in Central Park to draw off troops from the Garden and set a small, more significant disturbance there.
Sounds like there's enough manpower on the ground to handle what ever the commies can muster. BUt it won't be pretty...that much is certain.

I hate to say this but, politically, if the police are "loaded for bear" it will hurt Bush. Especially if they are not doing any damage.
The police need to respond with arrests, and not get filmed beating protesters with nightsticks.
