Kerry citation a 'total mystery' to ex-Navy chief

August 28, 2004

BY THOMAS LIPSCOMB

Former Navy Secretary John Lehman has no idea where a Silver Star citation displayed on Democratic presidential nominee John Kerry's campaign Web site came from, he said Friday. The citation appears over Lehman's signature.

"It is a total mystery to me. I never saw it. I never signed it. I never approved it. And the additional language it contains was not written by me," he said.

The additional language varied from the two previous citations, signed first by Adm. Elmo Zumwalt and then Adm. John Hyland, which themselves differ. The new material added in the Lehman citation reads in part: "By his brave actions, bold initiative, and unwavering devotion to duty, Lieutenant (jg) Kerry reflected great credit upon himself...."

Asked how the citation could have been executed over his signature without his knowledge, Lehman said: "I have no idea. I can only imagine they were signed by an autopen." The autopen is a device often used in the routine execution of executive documents in government.

Kerry senior adviser Michael Meehan could not be reached for comment on Kerry's records.

It must be getting late...lol

Do you have his normal signature handy? It might be good to post it close to the other ones.

Thanks for the welcome. I have finally found some sanity on the net :).

Secretary Lehman was a member of the 911 Commission. This is how he signed his name on the final report:

You can view it at page 8 of http://www.9-11commission.gov/report/911Report_FM.pdf.

And just a few minutes ago on MSNBC, Bill Press announced that every smear against Kerry had been proven false, so case closed.

So Bill Press has evidence Kerry was in Cambodia for Christmas Eve 1968? Even the Kerry campaign and his own biographer says he was not and it's unlikely he was *ever* in Cambodia.

I'm waiting, Bill Press.

So Bill Press has evidence Kerry LIED in his own war diary and indeed there *was* hostile fire making him elligable for his first Purple Heart?

I'm waiting, Bill Press.

Let's talk about that Silver Star with that Combat V (for Valor) which has never ever been awarded. Funny how Kerry's DD214 claims he has one. That would make John F'n the only one in the history of the armed forces to have such a thing.

Bill Press? Mr. Press? Are you still there?

Here's the stuff on the "Combat V" which should prove useful information: According to SECNAVINST 1650.1G (Navy and Marine Corps Awards Manual) :

Bronze "V" (Combat Distinguishing Device).

Prior to 4 April 1974, the "V" was authorized for wear on the Legion of Merit, Bronze Star Medal, Joint Service Commendation Medal, Navy Commendation Medal and Navy Achievement Medal. Between 4 April 1974 and 17 January 1991, the "V" was authorized for wear on the Distinguished Flying Cross, Bronze Star Medal, Air Medal, Joint Service Commendation Medal and Navy Commendation Medal. On 17 January 1991, the "V" was authorized for wear on the Legion of Merit, Distinguished Flying Cross, Bronze Star Medal, Air Medal, Navy and Marine Corps Commendation Medal and Navy and Marine Corps Achievement Medal. The "V" is authorized for wear on these decorations if the award is for acts or services involving direct participation in combat operations. In all cases, the Combat Distinguishing Device may only be worn if specifically authorized in the citation. Eligibility for the Combat Distinguishing Device shall be based solely on acts or services by individuals who are exposed to personal hazard due to direct hostile actions, and not upon the geographical area in which the acts or services are performed. Each case must be judged on its own merits.

"Many mechanical typewriters were subtly unique. Unfortunately, carbon paper doesn't convey impressions all that well, and poor scans make things even worse, but I wonder if analysis of physical documents or high-resolution scans thereof would show that some documents were produced by Kerry's typewriter that, logically speaking, should not have been."

IIRC, one of the things that convicted the "Unibomber", was the FBI being able to tie his typewriter's unique "signature" to the letters he had typed with it, and sent to various newspapers, etc.

It sounds like kerry's typewriter had a LOT of use, and might have been a little "travel worn", IMHO, making the possibility of a "unique signature" all the more possible.

Is there any way to try to see if any of the kerry documents seem to have typewritten, consistant, "abnormalities" that would link them together, and possibly to kerry??

If portions of a document did NOT carry a consistant unique
signature,(IIRC, the "Unibomber" typewriter had something like the small letter "i" was missing the top dot, or something similar) could that point to a possible "addition" to a document??

Autopens have shrunk over the years. The smallest I have seen were about three feet square and only a few inches thick. They were used to sign routine categories of documents and often several people had approval authority. I once had to impound the signature template from one because of embarrassing documents signed without explicit approval authority by the signer. However, the volume of correspondence forces a delegation to one or more trusted authorizers as long as the system is to require the major program head to sign the documents. Also, the actual operation of the machine is by a clerk or secretary. Thus, there are multiple points where a false or altered document could be signed by autopen.

You summarized this mess quite well with these two sentences:

"Something is not quite right here, and it is clearly easy to suspect some kind of foul play.

Sen.Kerry: PLEASE SIGN STANDARD FORM 180 so we can get this all behind us!

As another Navy vet, I would hope that Wade R. Sanders didn't have a bunch of plumbers working on Kerry's records, however, I would not put it past them.

I think that there are many reasons why they don't want Kerry to sign a 180, and this might be one of them.
