Are you saying the Koreans did actually file a protest, or are you posing a hypothetical?

The South Koreans claim they did complain in a timely manner, and the judges told them their protest could not be filed until after the event was complete, which is the opposite of what the rules say.

Note, however, that no official has been sanctioned for telling the South Koreans to wait, which seriously weakens their claim.
