I think the problem with his salute is that he suffers from a lack of normal male virility---femininization resulting from chronic low levels of androgens.

We also see this problem when he throws a baseball.

I am thinking one of the potency enhancing drugs might effect an increased masculinization and result in the ability to execute and maintain a proper military salute.
