SACRAMENTO - As a candidate for secretary of state, then-Democratic Assemblyman Kevin Shelley led a failed effort to bar elected officials from using state voter outreach money to promote themselves and their political fortunes.
After taking over as the state's top elections official, Shelley spent more than $1 million in federal and state funds on a series of television and radio commercials -- prominently featuring himself urging Californians to vote.
Shelley defended the advertisements Wednesday as a legitimate attempt to boost lackluster voter turnout, but Republicans questioned the secretary of state's use of public funds to raise his political profile.
``It appears to be self-serving,'' said Assemblyman Dave Cox, the Fair Oaks Republican who is calling on legislators to order a state audit of how Shelley has spent more than $46 million in federal money meant to improve California's voting systems and boost voter turnout.
The Joint Legislative Audit Committee is expected to approve the request today to scrutinize Shelley's spending of federal Help America Vote Act money. The initiative, better known as HAVA, was created to help states avoid the troubles in Florida that paralyzed the nation during the 2000 presidential race.
