WASHINGTON (CNN) -- The nation's top Navy officer, Adm. There IS NOT and NEVER WAS a DOD authority (regulation) that allowed award of a "V" device over a Silver Star-----It is inherently a valorous award, and the "V" is redundant. The indication on his DD-214 is the fraud. He will NEVER be able to prove the "V" was officially awarded over the Silver.
