We will probably have a continued presence of some kind, certainly in the region if the diplomacy that I believe can be put in place can work, I think we can significantly change the deployment of troops not just there but elsewhere in the world. AUGUST 18, 2004: KERRY SAYS PRESIDENT'S PLAN TO REDEPLOY TROOPS IN EUROPE AND SOUTH KOREA WAS NOT BEING DONE AT RIGHT TIME OR IN SENSIBLE WAY. Finally, I want to say something about the plan that the President announced on Monday to withdraw 70,000 troops from Asia and Europe. Nobody wants to bring troops home more than those of us who have fought in foreign wars. But it needs to be done at the right time and in a sensible way. This is not that time or that way. Lets be clear. The Presidents vaguely stated plan does not strengthen our hand in the war on terror. It in no way relieves the strain on our overextended military personnel. This guy needs to start documenting what he says. He is consistently inconsistent!!
But he hasn't flip-flopped on this: it's not being done at the right time because it's being done during a Republican administration, and it's not being done in the right way because only Democrats are supposed to bring troops home. Now do you get it?
I believe the Senator has corrected the record to indicate that while he was not in favor of troop reductions at that time as he originally stated, at some point subsequent to that he was definitely not in favor of troop reductions.
