Why not ? Because US troops in Europe still need Germany's logistical bases, it's as simple as that. Hence the projects to expand Rammstein AFB while at the same time pulling out ground combat troops.

It's usually a sound advice to redeploy the ground troops nearer the probable combat theater, and it sure ain't gonna be Germany these days. But at the same time, Germany offers a "sanctuarized" logistical base safe from enemy action or insurgency operations.
