Not exactly. The "Great Society" was a largely successful attempt to buy minority votes with taxpayer-funded handouts. This is Keyes's attempt to pry those same votes away with tax cuts rather than hand-outs. The only people who receive the benefits of tax cuts are those who work. It's the exact opposite of the Great Society fraud, in fact.
