My favorite line was a comment to the effect that this was the wrong time to be cutting troop strength and then Kerry went on to complain that it was not even starting for 2 years and that it would take 10 years to complete. So what do we have here? "Too much, Too late and Too slow?

Yeh. The media failing. If they would analyze most of Kerry's speeches they would find he says very little that makes any reasonable sense.
Kerry rambles and puts together incoherent and incongruent sentences. Some, as you point out, are self-contradictory. Kerry's speeches have very little real substance--but the complicit media gloss over the contents.
