CALIFORNIA LEGISLATIVE UPDATE - Ammo tax dies

This information is accurate at the time this CAL-ERT was written and originally distributed. The scheduled times and dates for hearings are subject to change, by the legislature, with little or no advance notice. The NRA Members' Councils of California will keep you informed as the legislative situation changes in Sacramento.

Legislation Pending: (Votes could come at any time!)

AB50 (Koretz) Fifty Caliber Ban - This Bill would Ban/Restrict the sale and possession of 50 Caliber BMG rifles. STATUS: On the Senate Floor -- OPPOSE

SB1140 (Scott) Firearm Storage Penalty Increase - This bill would make criminal storage of a firearm of the 3rd degree punishable by imprisonment in a county jail not exceeding 6 months, by a fine not exceeding $1,000. STATUS: On the Assembly Floor -- OPPOSE

SB1152 (Scott) Ammunition Sales Registration & Fingerprinting Scheme - Would require any person engaged in the retail sale of ammunition to record the date, name, address, date of birth, and thumbprint of the transferee, and to make the information available to peace officers. STATUS: On the Assembly Floor OPPOSE

SB1733 (Speier) Firearms & ammo sales ban at the Cow Palace Fairgrounds - Would prohibit the sale of firearms and ammunition at the Cow Palace Fairgrounds. Gun Show promoter’s Alert and Discussion Points are available at http://www.calnra.com/legs.shtml#sb1733. STATUS: On the Assembly Floor OPPOSE

Thank you for all of your contact efforts, but allow me to correct this all-too-prevalent misconception about email to lawmakers.

We would not ask you to send emails if we didn't know for an absolute certainty that they are effective.

Undertand, no matter what form of input you provide to a legislator, their staff will NOT be studying your letter, fax, phone comments or email point-for-point. They simply are not THAT interested in what WE have to say. Their interest in getting input at all is in determining if you are a NO or a YES, and that's about it, regardless of how complex and driving your accompanying text.

ALL forms of contact have their benefits, and email is no exception. And realize lawmakers staff are no more permitted to ignore email than any other kind of input.

And as far as this "are you MY constituent?" issue - don't allow them to pull that on you. Their vote affects state law and as a Californian, you are entitled to offer your comments to EVERY lawmaker. When they start this "are you in my district?" business, they are just feeling the heat and trying to dissuade input. THIS IS A TACT TO GET YOU OFF THEIR PHONE LINES and is ridiculous, especially when bills are before committees. Likely, your rep won't be on the committee and you are FORCED to provide input to lawmakers from other districts.

Basically, a lot of these unfounded, unwritten rules like "email isn't useful" simply hurt gun-owners efforts to effect legislation. After years of experience volunteering as the State-Wide Electronics Communications Director for the California NRA Members' Councils and working closely with NRA's lobbyist at the capitol (who provides direct feedback about what works and what doesn't), I assure you that EMAIL IS A VITAL AND NECESSARY PART OF OUR LOBBYING EFFORTS IN CALIFORNIA.

Letters, faxes, phone calls and emails - each have their unique characteristics that make them useful. THEY ALL are worth doing.

Please don't buy into ideas that cause gun-owners NOT to be contacting their lawmakerws, NO MATTER WHAT THE MEDIUM.

That's why I keep my letters and calls brief. I'm aware of the fact that staffers aren't going to pass along my deep analysis and incisive comments to the rep, so I don't bother. I write more than one sentence, but I keep it very brief.

Ok, I'll start emailing again. I've used the one=clilck tool, and that's not exactly time-consuming.

As to member's councils, there isn't one closer than a half-hour drive from my home. After commuting to and from work, I'm not very willing to get back into my car and spend another hour round-trip to attend meetings, no matter how much I want to. And I do want to be involved, so all I'm doing now is making contacts. Maybe when I retire...

Absolutely - why expend a lot of energy on one message? Instead, spread the joy by sending a greater number of smaller ones. Thinking of it as "carpet bombing" may add an additional dimension of enjoyment. :-)

Yep, oh-so-easy. That's one of those advantages of email the other forms of communications don't have. (But the others have their advantages too - like the younguns say these days "It's all good!".)

While there are about 25 MCs across the state (see this list), CA is a huge state and there are still geographic holes. That's why we are always looking to find good, dedicated, NRA members to form new MCs where needed. If you don't have an MC closeby, and know a core group that is interested, let us know. We are the only CA RKBA group that holds monthly meetings (or any kind of meetings), are 100% volunteer and work closely with NRA's top people in the Golden State.

Schwarzenegger criticized Davis for signing a bill granting driver's licenses to undocumented immigrants, saying, "We're leaving ourselves wide open to terrorism." And he repeated his support for a guest-worker visa program -- "then they can (get) driver's licenses hooked together with insurance."
