My understanding is that Kerry GOT his draft notice in 1966, the year after I got mine. Unless things changed in that one year, that was BEFORE lottery numbers were used. You got the notice, you served, unless you were deferred for some reason (legitimate or illegitimate).

I graduated in 1961. I thought we had lottery numbers then but maybe not. All I know is I got a draft notice after I graduated with a date for a physical.

So I applied to both the CIA and Air Force Officer programs.
