Deliver a nuke to Israel on a cargo vessel? I don't think so. Especially when their own nuke capacity is estimated at 200+ "Big Boy" warheads and the means to deliver them anywhere in the middle east. Nope, I think if you were gonna try to nuke the Jews, you'd have to make sure it was a "KILL SHOT." They don't have the burden we have of sheer numbers of both ports and shipping. They'd detect such a cargo long before it got inside their target zone. Then Israel would have the proof to show the UN after they'd eradicated whatever hapless nation was so stooopid to try such a stunt.
