Immigration plan envisions 'incentives' to illegal aliens

Millions of illegal aliens in the United States would be free from arrest and deportation, have access to tax-deferred savings accounts and Social Security credits, and get unrestricted travel to and from their home countries under President Bush's guest-worker program.
According to previously undisclosed details of the president's plan, which some critics have described as a limited amnesty, the proposal offers numerous "incentives" for the 8 million to 12 million illegal aliens to come "out of the shadows," Homeland Security Undersecretary Asa Hutchinson, the nation's border and transportation security czar, told a Senate panel.
Mr. Hutchinson, in a written response to questions from the Senate Judiciary Committee, said the Bush plan would help eliminate sleepless nights for illegal aliens worried that a simple misstep, such as a traffic ticket or accident, "could result in bringing them to the attention of federal authorities and their subsequent deportation."
"Eliminating the fear of deportation will be an incentive," Mr. Hutchinson said in the 13-page response. "Undocumented aliens will tell you they often have trouble sleeping at night, and leaving for work each day, not knowing if they will make it home at the end of the day." |

I'm still trying to find what Bush's proposal does to stop an additional 13 or 30 or 100 million illegals from crashing through the border.
As far as I can tell, it does nothing at all.

It will make it easier for them to stay in the US. Haven't you heard about the new rules? Once they are passed the narrow border zone it is too late to pick them and send them back.

Kerry? Bush?
Not a nickel's worth of difference. Bush is trying to open up the border so most of Mexico can move right in. Kerry is intent on selling us out to the socialists. Which poison?
At least with Kerry, maybe the House would remain Republican and we'd get gridlock. That seems to be the best we can hope for.
Maybe, maybe...Senator Byrd will stop this amnesty bill like he stopped the last one.

Not that I am particularly in favor of this plan, it does have its merits. Here they are:
1) It makes the democrats look bad for not proposing it sooner.
2) Like with Cuba, these people that get into the States might be more inclined to vote Republican
3) It documents those that would be coming here EITHER WAY, and might make things a bit easier for the border patrols
4) Since there was no plan in either the Democrat party or the Republican party to do anything about this issue except for the status quo, this will generate some thought and MAYBE some action on this issue.

I'm not questioning the merits or lack of same for the plan. What I want to know is
are we ever going to secure the border, or is it to remain wide open.
If its staying open, why even bother with a plan. Just let everyone in, give them their drivers license, and coming soon, the right to vote.
I don't care what political party you're in. This is just insane.

Dear Secretary Hutchison, Illegals aren't supposed to have incentives, they are supposed to live in fear, and if you were doing your job, they would sleep quite well at night... in there home nations. Regards

The Democrats are registering them to vote and telling them the Republicans hate them. Many legal Hispanic residents want tighter border control because they don't want to compete with these people for votes.
I see nothing good in this proposal. There is no political advantage for Bush at all.

Not really. It is smart. What does Kerry say? He can only say that this is a threat to security but Bush will hammer him over the head with that argument. Then Kerry, if he opposes it and he will since it is coming from a Republican, will be forced to oppose it for other reasons such as they are illegal immigrants which will then put him in position to go against one of the Democrats biggest mantras which is to let them come in unabated.
When you are in an campaign against someone with no ethics, to win you must take his talking points away from him and marginalize him. In this electorate this year, it will be very very close. Bush's base isnt going to melt away from this issue, however Kerry's might. Since the elction is going to be so close, you got to take that chance and if Bush doenst get reelected then yes the borders will remain wide open BUT THE ALIENS WOULDNT BE DOCUMENTED NOW WOULD THEY? These people are going to come either way. The plan might be insane but guess what? Nothing else is working either so we might as well give it a shot.

I think this could be just a ploy for votes, knowing that there's no way that this could be passed by the House of Representatives, much like re-authorization of the Assault Weapons Ban.
