They said that prior to the blackout, procedures were in place to prevent what had happened. Now they start planning.

It costs money to increase reliability, and so far, public utility commissions have been reluctant to authorize any expenditures for such things.
There may be no money to keep the trees trimmed back around transmission lines, but there is always money to pay for "an emergency".
