Anyone who's cracked a competent history of WW II knows that the process of establishing stable, democratic governments in Japan and Germany after that war took four years in each nation. At that point, major numbers of American troops could and were withdrawn.
Only a total dummy would assert that the modernization of Iraq is an easier process than the same in Japan and Germany then. So, either Kerry is a dummy (which I do not believe, based on personal experience), or he is a geopolitical moron (which seems to be the case), to make this "one-year" claim.

Or, based on my observations from afar, the "one year" line was simply the money shot in that day's pandering script, to be promptly flushed down the memory hole when it became inconvenient to have it associated with him.
