First, it's telling that Kerry is using Michael Moore's propaganda as a playbook in his campaign. This has a definite whiff of desperation about it.
Secondly, where exactly was John Kerry that morning when America was under attack, and what was he doing?

Sen. Kerry was asked where he was the morning of September 11th. Here is part of his response:
Kerry: "...And as I came in [to a meeting in Sen. Daschle's office], Barbara Boxer and Harry Reid were standing there, and we watched the second plane come in to the building. And we shortly thereafter sat down at the table and then we just realized nobody could think, and then boom, right behind us, we saw the cloud of explosion at the Pentagon..." (emphasis added).
It should be noted that the second plane hit the World Trade Center at 9:03 a.m., and the plane hit the Pentagon at 9:43 a.m. By Kerry's own words, he and his fellow senators sat there for forty minutes, realizing "nobody could think."
In other words: Sen. Kerry, who criticized President Bush for not rushing out of the Florida classroom for seven minutes, sat paralyzed with his colleagues for a full forty minutes. He is hardly in a position to criticize President Bush for "inaction."

A bunch of minor league Senators froze for 40 minutes, while the Commander in Chief, on whose shoulders the weight of the nation's grief and anger had just been thrust, kept his cool in a classroom full of children before bringing the war to the Jihadists ...

I'd like to know what the aide whispered to Bush. Was it along the lines of "Mr. President, we are getting the plane ready and determining where the Secret Service wants to go, and we'll be leaving here in 5 minutes", or was it simply "Mr. President, planes have just slammed into both of the WTC towers. What do you want to do?". I suspect the former. He had to wait while the aides behind the scenes were figuring out what to do, where to do and maybe even checking to make sure there wasn't an ambush waiting outside.
I love your songs...you're a genius.
But I don't know whether you need a pat on the back for your ingenuity or a swift kick in the butt for not applying that toward some kinda real work!

More explicitly, the 9/11 Commission Report calls it 9:37:46 (Chapter 1, page 10).
In the Larry King interview, Kerry said that they stayed in Daschle's office until they got a call from the White House, saying that it was being evacuated and that's when they evacuated the office. Again, according to the Report, the White House started evacuation at 9:45. So they probably did sit around for 40 or more minutes total.
Why did President Bush sit there for 7 minutes? Probably because he knew he would be twiddling his thumbs until his staff could get a National Security conference call going.
This would involve locating people like Condi Rice VP Cheney, Sec Rumsfeld and others. That takes time He knew Andy Card would signal him or get him when they were ready.

President Bush reportedly authorized a shoot down order for the 2 DC bound planes. This may have been granted during the brief exchange captured on camera (something to the order of "we may be able to scramble some jets and take down some other known hijacked planes but require your approval to do so").
Kerry says he thinks he called home. No indication when that would be. (first/second/third plane).
Edwards just went home.
