Basically, yes. Bush probably feels, correctly, that any question about Kerry's Vietnam record coming from him (Bush) would mostly earn just a "so says the guy who didn't serve in Vietnam at all" response. But the actual veterans can legitimately question Kerry's Vietnam record. So Bush just stands aside and lets them, while making it clear that they're an independent group who isn't doing it on *behalf* of Bush.

I don't know; but from where I am sitting the swift boat vets have been hung out to dry..their credibility is challenged and the Bush camp plays "we never do attack ads scenario"..alright to challenge the validity of the swift boat vets; but all are too "quivers" shy to question the validity of Kerry's service record.
The swift boat vets are looking to me like they are the ones left high and dry...by being put out there as frauds by the liberal and conservative media.. depicted as having never served "under, around or beside" Mr. Kerry.
