But I'm worried that France will say that (so far as they know) all of N Korea's nuclear weapons have been used. No evidence, you see, that they have any more. Therefore, there is no longer an "imminent threat" and so, "No, you cannot respond. We do, however, have a proposal for a Food-for-Kimchi effort which should give billions of dollars to N Korea.
