I would think so, I, when on active duty submitted my soldiers for awards, which had to go through the chain of command for approval. I do hope, the NIS will do their job and see who approved these PH's for the Liar from Ma. Kerry is being exposed for his fraudulent actions, lies and awards. P.S. O'Donnell was the first one out there when Kerry's involvement in plotting the assassinations of politicians came to light.

They trot O'Donnell out; he turns his trick, collects his two bucks and waits by the pay-phone on the corner for Terry to call again.

The problem with Kerry isn't his service. It is his self promotion. That, and what appears to have been a conscious plan to accumulate Purple Hearts quickly in order to get out.
I am personally not very brave. I repaired teletypes during my stay in Vietnam. But people who are running for office on the basis of their bravery better have the respect of those who were with them.
Remember, Hillary herself said there would be a surprise. Many of us interpreted this as an attack on President Bush. September or October, something will hit the fan. I personally do not feel Kerry has been honorable in his tour of duty in Viet Nam or his tour of duty with Jane Hanoi Fonda. Both show a twisted character.
