Keep in mind they had a VERY easy schedule, as the NFL weights schedules based on prior year performance. Their play last year was good, but not as impressive as it seemed.

Also, the story is that Quincy failed a drug test and was facing a 4 game suspension, but I am not sure that is confirmed.

A lot of what made their schedule easy last year has nothing to do with the NFL's schedule ranking, that only effects two games a year under the current math. They just got a really good draw over all with the divisions they played and who was in their own division. It was an easy schedule, but not because of the NFL rankings from 2002.

Ah, if it's confirmed that he failed a test and was going to have a four game suspension, that means it was his third failed test.

First one gets you more frequent random tests and counseling.
Second one gets you more frequent random tests, counseling, and a fine equalling your pay for four games.
Third one gets you more frequent random tests, counseling, and a four game suspension (without pay)
Four one get you suspended indefinitely (but probably for only a year)
