EMS Plan 1 Chicago, Suspicious Package

Listening to Chicago scanner. EMS plan 1 at 31st and Indiana near Chicago downtown. A suspicious suitcase was thrown from a moving vehicle around 10:00 CST. Package was not able to be x-rayed due to lining inside os suitcase. Bomb techs opened the suitcase finding a liter sized container with liquid, hoses and wires. Evacuations are underway.

Couldn't be x-rayed? that will increase the pucker factor drasticly, what are they trying to hide inside that suit case?

Sound pretty sophisticated to me if it had shielding from x-rays. If it is a device to release chemical or biological agents, which is what it certainly sounds like, it could be a serious problem. It should be treated as such.

It could be a practical joke, but you would have to be a real idiot to try something like this right now. I don't think the Chicago cops would laugh it off.

I remember a video one of our EOD instructors was showing at work. It was a pickup that had been converted into a rolling meth lab. It was so dangerous, the police decided it was better to move it out into the desert and blown up. One would have thought that a 2,000 JDAM had landed when it went off.

How many suitcases can't be x-rayed???? I don't think there are any now days....I don't think there is a suitcase made with any metal lining in them... what else would have prevented an x-ray?

It could be a chemical agent that needs to mix to become deadly, and the electronics could be a release mechanism. The fact that the people that did it took the time to use lead shielding on it would tend to rule out teenage pranksters.

Suspicious Package Leads To Evacuation On South Side
Suitcase Reportedly Thrown From Moving Car

CHICAGO -- Bomb and arson officers with the Chicago Police Department and a hazardous materials crew responded Tuesday night to a call of a suspicious suitcase that reportedly was thrown by three men out of a moving car on a South Side street.

A citizen notified the police of a "suspicious package" on the sidewalk at 31st Street and Indiana Avenue, Sgt. Kenneth Pang said. The witness reported seeing the black carry-on suitcase being tossed out the window of a car with three men inside.

About 13 district officers, along with bomb and arson officials, responded to the scene just before 8 p.m. and blocked off a two-block radius, Pang said. He added that standard police procedure is to secure a minimum of 2,000 yards around a suspicious package.

"We don't touch it ... we handle everything with caution," Pang said about the suitcase.

A Level 1 hazardous materials response was issued at 8:30 p.m. because the police "needed extra help" in securing area, fire department spokesman Dennis Gault said. The initial call came in at 7:50 p.m., he said.

The response sent two engines, two trucks, one squad, one hazardous incident team, one deputy district chief, one battalion chief, one safety officer, one ambulance and the command van. Residents were evacuated from the area as a precaution, police said.

By 9:30 p.m. Tuesday, the hazardous materials response had been upgraded to a Level 2 response, and three ambulances were sent because bomb and arson officials found a container with wires similar to a bomb when they opened the suitcase, according to Pang. The upgraded response is "just standard operating procedure in case anything happens," he said.

What people don't realize is that meth is HIGH combustable! My brother-in-law is haz-mat, that stuff is pure poison... But it isn't made in a bottle with wires coming out of it...is this a test of some kind, to see how long it would take for a person to see it, let alone report it and what the police would do???
