There are still those who claim the terrorists want Bush to win because (1) despite his mushy talk, Kerry won't cut-and-run in Iraq, and the media and world opinion will let him do things in Iraq that they would object to if Bush did them; and (2) Bush is useful to the terrorists as a lightning rod to attract new recruits.

I would also expect that they have been accumulating this info for years--why else have people been reporting seeing ME people taking pictures of our infostructure over the past several years? I think what makes this a hot potato now is the recent intelligence we've gained that Al Qaeda is moving to the operational phase using this intelligence that has been gained over the years.
