Wasn't that why they created the Department of Homeland Security? It was supposed to fill that void.
We don't need another bureaucratic layer.

We need less, not more agencies.
CIA etc. is not included in Homeland.
We need an INTELLIGENCE czar in charge of intelligence.
Homeland did not really do that.

Look at it this way: the more bureaucratic layers we have, the more warm, safe and cozy we'll feel.
