In the sitcom Happy Days, the character of Fonzie actually had to jump a shark while waterskiing in his leather jacket. Now, Happy Days was capitalizing on the Jaws phenomenon, but come on! Fonze had never waterskied in his life, and in order to be cool, he is going to jump over a shark in a net cage.
Happy Days was never the same. It descended into a mish mash of stupid situations.
That is what meant by jump the shark!

I just looked it up this weekend.
It's the moment something begins to go downhill. As others have said, it came from Fonzie jumping the shark -- that's when people think Happy Days was "over," even though it kept trying.
