You are correct. I live in Minneapolis.
The last Republican to represent any part of Mpls in the Legislature was Bill Dean and he retired in '82. The last GOP member of the city council retired in '85.
GOP voters are most numerous in Wards 11 and 13 in the south and southwest corner of the city. Ward 13 has had an Independent council member since '93 who usually votes fiscal conservative.
But other than that, Minneapolis is full-on liberal and the Green Part IS the opposition party.
It's tragic too because most of the Green Party office-holders couldn't tell their head from their butt without two hands and a search party.
