I don't think that's true. I'm a NYC jr hi teacher and last year at the start of the Iraq War we had several presentations on the consequences to us of a Red Alert. It involved closing all gov't bldgs except for NYPD, FDNY, and hospitals. It it went into effect during school hours the students would NOT be dismissed and the school was required to have three (3) days of food on hand in its kitchens. We were told that travel within the city would be restricted. That doesn't square with the Homeland Security official's quote.
