It's a tongue-in-cheek play on the term "the unwashed masses". The masses, of course, don't read Dowd. The only people who dig her are those who consider themselves as media savvy sophisticates. Drudge is poking fun at them by referring to them as "unwashed" (which is the kind of snobbery they engage in vis a vis the folks in flyover country).

Maureen's lack of thoughtfulness, apparently is made up for with her feminine appeal....Shheeesh!
In both cases I just don't see the attraction that leads her to be prominent in the media.
