The average American will never know, partly because they don't care and partly because the purveyors of 'truth' in our society have been woefully silent in this regard.

Really, before 9-11 not much thought or money was given to the air defence of CONUS. With the advent of ICBMs defence against manned aircraft became the poor stepchild of the pentagon, and most of the money given to ADC was directed at stopping manned Soviet bombers coming over the pole.
That we should of been more vigilant is a given, hindsight is always 20/20.
