The taking of the documents is the crime. Returning them does not mean he did not take them.
Rush had a very good point. Even if he did return them, were they the same ones that he took?

Well, with the Toon appointee at the helm, and having some sway over presidential libraries BTW, I'm sure the NA is doing all it can to get to the bottom of this.
