Yep. It was the Bush/Cheney line to the military actually: "Help is on the way!" In contrast, Edwardo must be talking to Al Quaeda: "Hope is on the way!"
All that comes to mind is that they saw the nation rise to salute Ronald Reagan and are trying to hijack Reagan's tone.
