The Governor has the item line veto. He can cut spending while the Democrats are out of town. He only needs to use his political muscles to change the way business is done in Sacramento.

Obviously, by "most Californians" she means the Demoncrats and Arnold supporters. I don't want $103 billion in state spending. Will Arnold consider it an emergency next spring when another $10 billion deficit bond issue is needed? Will that then justify tax increases?
