CA: Final state spending plan features borrowing, not deep cuts

Gov. Arnold Schwarzenegger began the year vowing to cut, cut, cut. But the final spending plan heading for a vote this week in the Legislature relies on billions of dollars in borrowing and one-time savings to balance and avoids most of the deep reductions Schwarzenegger proposed in January. Battered by a monthlong budget battle, Schwarzenegger gave ground to the Legislature's Democratic majority in fashioning the last details of the estimated $103 billion spending plan.

Schwarzenegger agreed to lift an enrollment cap at state universities, to drop a proposal to slash wages of home health care workers and to provide a cost of living increase to welfare recipients. These concessions came after he already gave up most of his plans to cut health and welfare programs and to trim union benefits. Still, administration officials said Tuesday, the new budget closes a deficit estimated in January at $17 billion without raising taxes. It also wins $2.6 billion in savings from cities and counties over the next two years, another $2 billion in savings from public schools this year and includes a $1 billion one-time payment and $300 million in ongoing support from Indian tribes with gambling casinos.

While many lawmakers don't like big chunks of the budget, they also said California's spending crisis didn't start overnight and won't be solved quickly either.

In all fairness, he has thrust himself into a system that is broken.

It won't be fixed overnight, but I do not want to lose the opportunity to stick it to the demRats who, more than anyone, pandered to special interests and foresake the taxpayers and citizens that built this state, only to see it fall prey to those who use unscrupulous actions to achieve their own goals of instituting a socialist utopia here on someone else's dime.

Let the campaign now begin to oust those who have hindered progress and supported progressivism, and in so doing , have taken us backwards. It is time to unleash the potential to bring all of us ahead, instead.

Gub, release your CPR and let's stir the manure ponds.

We must break the chains of entitlements and special interests and find new ways to deliver quality services and reasonable benefits to qualified participants and revisit the overly generous pension plans, and not allow ourselves to be led down the path to more taxation when there are other ways to get the job done.

One of the key elements of borrowing all the bond moneys and keeping the ship afloat is that now we do not have a long extended budget brouhaha that would pinpoint the deceptive nature and over generosity of years of liberal rule, and thus , lose a significant edge to thrash the Rats when the fall campaign kicks in.

The near term pain has been avoided for most, but may revisit again very soon unless a lot of additional reforms are implemented that curtail and/or eliminate the wanton reckless social program spending and kowtowing to special interests.

The Governor has the item line veto. He can cut spending while the Democrats are out of town. He only needs to use his political muscles to change the way business is done in Sacramento.

Yep.

Please describe the catastrophe that would ensue. What is it that YOU need from the State of Kalifornia? Does the state pay your rent or house payments? Does the state buy food for your family? Does it put gas in your car?

If by "shut down" you mean that public school teachers will have to start private schools, then I think that is a good thing.

If by "shut down" you mean that there will be nobody to enforce the unConstitutional infringements of the right to keep and bear arms, then I think that is a good thing.

If by "shut down" you mean that people in search of handouts will choose some other state, then I think that is a good thing.

Please tell me what you think are the three most serious outcomes of a Kalifornia shut down.

YOu cannot have reform until you vote out the Dems and you will not vote them out if you bring the state's operations to a halt. The Dems will win that game of chicken. I cannot not see what else he can do but comprimise and then bring the issues - as you have outlined them - to the voter.

Well, we'll never know now, will we? ;-)

Let's hope that this will now allow the real work of reform to go ahead in the meantime.

I have been saying all along that the reins of power must be stripped from the 'Rats before any real reform can be attempted.

The legislature's ratings have been exceedingly low for a couple of years so it's not like it is something that many already don't know about.

Republicans have the strength to sustain vetoes. Start by cutting pork to favored Democratic constituencies and then the real fireworks go off.

The California plan follows the federal plan...Who's in charge at the federal level?

From the linked article: "Debt isn't a long term solution," she said. "I think clearly you need to find a way to finance the level of services that most Californians want."

Obviously, by "most Californians" she means the Demoncrats and Arnold supporters. I don't want $103 billion in state spending. Will Arnold consider it an emergency next spring when another $10 billion deficit bond issue is needed? Will that then justify tax increases?

What is hard to grasp is how YOU will be negatively affected. I wouldn't be because I don't count on the state of Kalifornia supplying me with life's necessities.

I spent two thousand dollars once several years ago sending my oldest daughter to a private school as a result of a conflict with the local school board. The inefficiency of the public school system is such that I would not be concerned if every child in Kalifornia got the year off. Let their parents provide their own child care for a time.

Please tell me the three most serious consequences to YOU of a state shut down. How will it affect YOU?

Well none at all as I do not live there. I lived in CA for 10 years many years ago so I know the state. I live on the East Coast now. I am interested because I want to see Arnold succeed. I want to tell you something: your manners are putrid - you should work on them.
