The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

I'm wondering if there is any feasible (keyword) way to incorporate a peer rating system, somewhat similar to that used by e-bay, where if you tick so many people off, they have the ability to "vote you off the island"? I don't know if this is feasible, but if it is, it might take some of the burden off the mods? Just my humble $.02.

PEPCO’S RECENT MANHOLE EVENTS

Pepco is committed to investigating all manhole fires or explosions within its system to determine possible causes and possible ways to prevent them from happening again. The following section provides a summary of the findings relative to the internal investigation of recent manhole events, as well as the investigation by 3rd party forensics and other experts relative to the February 18th Georgetown manhole fire. Pepco is enhancing its current maintenance and manhole fire mitigation programs, the purpose of which is to safeguard the public through both enhanced prevention and damage control methods.

This section will first summarize the recent Georgetown Manhole Fire (February 18, 2000), present the findings of the forensics and other experts and present conclusions relevant to Pepco’s mitigation efforts. The section will then turn to other recent manhole events and show how Pepco’s mitigation program will work to reduce both the occurrence and the associated damage of a manhole fire or explosion.

I am starting to believe the only solution is the extermination of the ME, so we can concentrate only on the cells here and cut off the means for them to migrate anymore, I still have it going through my head, how 5,000 of them would sneak into the camps in 91' Gulf War and were escorted here as so called political asylum to the US!

I really think staying here would be best. I have seen splits of groups like this happen in other areas and it always fragments the posters. We do have many valuable resources at FR.
