Doesn't a program translate it? I don't think it's a person doing the translating... Like I said, it's intriguing. The next passage on Jill's site - if you click the link to the entire text - if you put it into the cryptographever, comes out with the message, "i need guns".

That's a human translation. If you look at the letter conversions, you can find a lot more words in there that are not being reported as part of the message.

Someone posted this on Mutter's (if my memory serves correct)... I have no idea who this site is affiliated with, but it reminds me of the "Bible Code" and the fact that it's mostly bunk because you can find just about anything you want by "decoding"... I remain skeptical, but wanted to present this for discussion.
