I saw the program, and Morris was saying it helps Bush as long as the focus of the country is on fighting terrorism -- which is Bush's strong point in the polls.
Morris also made the point that this is bad timing for Kerry since he's going into the convention and is perceived by the American public as being stronger on domestic issues.
Apparently Kerry's campaign realizes this dilemma, since he ran a commercial (in CA) about his plan to defeat terrorism immediately after this discussion.

Fred Barnes guffawed tonight, when Kerry said he would address the recomendations of the 9/11 Commission,
by convening a summit.
That's real pro active.
" I Haven't a Clue " Kerry can't even stand up to Hillary and Teresa.
Kerry can't even feed himself or open his own water bottles, his man servant does that for him.
And then tucks him into bed.
Hopefully the American people will realize that the presidential race is between a warrior and a wimp.
The question voters have to ask themselves, is whether they want the GirlyMan and his blow up doll cowering in the bunker or President Bush and Dick Cheney running the WOT.

While O'Reilly was chatting with Dick Morris, I flipped to CNN to see their spinning and Pauka Zahn had Gorelick and Slate Gorton as well as the sister of AA FLT 77 pilot and father of a son killed in WTC.
Father was a Bush hater and Bush blamer. Claimed the
report was letting Bush and Ashcroft off the hook for not stopping terrorist in summer 2001. He never mentioned a word about 8 uears of Clinton ignoring Al Qaeda, (go figure), also
blamed US - Saudi Oil policy as root of the problem!Gorelick answered father by saying the report while not assigning blame, alluded to the certain aspects of gov't weren't effeciently utilized, thereby allowing the finger of blame to be directed right at Bush administration.
You could see the twinkle in Gorelick's eyes. The Dems smell blood in the water.
CNN will do anything to run Bush out, better believe it.
