If you've ever seen cooties, you know that they are little tiny white things. If a bunch of them are together, it looks like white powder. But it's not. It's cooties. This was probably somebody trying to get even with Kerry for bringing cooties into his house. Every time Kerry goes anywhere, people find cooties afterwards. Obviously, somebody figured out where they came from, and sent them back. |
Just to point out the obvious, but you don't seal off a building with all of the staffers stuck inside if you suspect a bio-attack.

On the other hand, if you want a good cover story to hide the fact that you've just performed a search for top secret national security documents (ala Sandy Berger) that won't have an impact on a political campaign if it turns up negative, then pretending to have an anthrax attack is a pretty clever way to hold a full building search.
