When handling classified documents the INFORMATION is what is classified. Original-copy, the security of the information contained in the media is what must be protected. They were not copies. They were the original documents with initials of the people that read them.

We are interested in the margin notes and comments on various drafts of a memo. I doubt the Archives has a routine policy of copying this material. Why would they? It's top secret codeword. You don't just fire off copies of top secret information.
