As Klintoon's national security adviser, Berger was in on all the shady deals with foreign nationals and the PRC.
Trousergate is Berger's way of sanitizing the files that could again alert the public to what happened in the 2 Clinton terms and show what Kerry will do to sell the USA to foreign bidders.

national security advisor, not just some poor schmuck off the street who got mixed up in something involving
national security and didn't know what he was doing.
