Muslims are commanded to conquer the world in the name of Allah. China is not exempt from global Islamic jihad, but is far more insulated from it for one major reason.
China has the unique advantage over the United States in that it aggressively and effectively controls its borders.
The United States does not have this policy and so remains wide open to further terrorist attacks. In fact, it is being reported that Muslim terrorists are taking on Spanish names as they infiltrate the United States through the gaping security breach of the Mexican border.

I cannot believe that in a post-9/11 world we sit with essentially open borders ... if there are more sleeper cells here, they simply walked across one or both borders ...

You may have hit upon something here! The question is - do enough people care to even bother?
Certainly not, even though mohammedans in Indonesia happily kill Christians by the scores, and Mohammedans in the Sudan massacre black Christians, and there is probably no place in the world where Mohammedans abide peacefully side-by-side with anyone unless they are so certain of an ass-kicking that they don't dare act out. When the four-fifths of the world which is not mohammaden finally comes to its senses, this worthless religion will vanish beneath a mightier sword than it has raised, and good riddance it will be.
