According to Babelfish, the poster caption is "The World According To Bush", a film that appears to be a less rabid, French version of F911.

A poster for the movie 'The world according to Bush' hangs behind two French soldiers waiting for the start of the Bastille Day military parade, in Paris Wednesday, July 14, 2004. British troops were taking part in the parade to celebrate the centenary of the Entente Cordiale, the historic pact that ended centuries of French-British warring and hostility. Pierre (on the left): "Mon Dieu! A picture of Bush! Eet hurts!"
Jacques (on the right): "Oui! Eet reminds us we are ze weemps!"
"British troops were taking part in the parade to celebrate the centenary of the Entente Cordiale, the historic pact that ended centuries of French-British warring and hostility."
