Here is the terrorist plan I think. Osama thinks Kerry will win. He knows an attack before the election will guarantee a Bush win. He knows that Kerry is weaker than Clinton. He knows Clinton cut and ran from Mogadishu (SP?). I would bet his plan is to wait for a Kerry win, then let things calm down in the middle east a little. Then he does a spectacular attack in the US (and one in Israel too). He issues an ultimatum to Kerry threatening more attacks, expecting Kerry to capitulate. I think this is very likely. Whether he has suitcase nukes, I don't know.

This war is mostly political. 9/11 was a provocation intended to bring Europe and the Ummah on board, so when utter disaster was inflicted on America, it would be seen as justified.

Shielding can reduce the amount of gamma radiation, but it won't make it invisible to radiation scanners. Anything hot enough to be a nuke can't be made invisible.

Besides, we are quite vulnerable to more conventional attacks.
