Traditionally, a liberal is someone who supports capitalism and individual freedom. Since the modern use has been corrupted you will often hear the term "classical liberal". However, in Europe, and I believe especially Russia, the term liberal retains its old meaning.

Over there, "liberal" means like Adam Smith etc. Classical liberal, as opposed to our neo-Liberals which are really so-called "Progressives."

Actually, strangely enough, the Kyoto agreement gets mauled by both left and right wingers, by both rich developed nations and poor, underdeveloped or developing nations.
