I think they are vaguely alluding to something else. Whether it be biological, nuclear, etc., I was getting the impression that they (the terrorists) have capabilities that we (in the general sense) do not believe they have.
I read your link, but do not believe they are specifically stating what will shock the clerics or scientists, or why.
