Guenter Lewy cited the NIS report in "America in Vietnam," complete with footnote and a fairly detailed summary. We posted Lewy's remarks here. Lewy's reputation as a historian is excellent, and I think that's a solid citation. It would of course be nice to have the original report. If you run across it, let me know...
