I am quite sure not, unless some people are freelancing.

I will never get over the revelation - about ten years ago - that a secretary (as in typist, not Minister) who worked in the UK around nuclear secrets (I think) fed information to the USSR for years "because it wasn't fair that the playing field wasn't level." When I read about her the news article was about how she was living a quiet life in a suburb at the age of 84 (or so.)

I wanted to know why she wasn't in jail!

It was government policy at the highest levels. It certainly was not freelance operatives moonlighting. I'm concerned because it has been documented that France passed on direct intelligence to the Iraqi regime while the UN was still deliberating the recent crises. They're not to be trusted and I don't just mean chIraq. France is not an ally of the US.
