That scene is from GODFATHER II... Frankie Pantangelo is the characters' name I believe. He was part of the Corleone family that stayed behind in New York following the move to Nevada, and succeeded Clemenza upon his death. Michael played his sub-family off against Hyman Roth and Johnny Olla while plotting to kill Roth and Olla......... Pantangelo wrongly blamed Michael Corleone for the attempt on his life and turned witness for the Feds, but conveniently lost his memory when his long-lost brother from Sicily turned up at the Congressional hearings where he (Pantangelo) was testifying (based on the Kefauver hearings of the Fifties)..... Frankie was later persuaded to commit suicide by Tom Hagen, with the promise that his family would be well taken care of.......

That's a quick synopsis!
