A note from United States National Security Advisor Condoleezza Rice to President George W. Bush confirming the formal handover of power in Iraq on June 28, 2004 as seen in this White House Photo.

The note was passed to President Bush during a NATO summit in Istanbul and reads, 'Mr. President, Iraq is sovereign. Letter was passed from US Administrator Paul Bremer at 10:26 AM Iraqi time-Condi.'
Prompting Bush to scribble back: 'Let Freedom Reign.'

"From ev'ry mountain-side, let freedom ring" - as in "reverberate" like a ringing bell.
It's used in Martina's song "Independence Day" because it rhymes with "sing" and "reckoning."
In this case, while some may view it as another of his malapropisms, it's actually quite proper in this context - he's evidently using Merriam-Webster's third sense of "reign" as an intrasitive verb, which is "to be predominant or prevalent < chaos reigned in the classroom>". Or in this case, may freedom reign in Iraq.
This morning, the radio network news had a sound bite from a guy who said that (ahem) the security situation was still a disaster because Bremer "skulked out in the middle of the night." Let's see, if Baghdad is GMT+3, and it's 10 hours ahead of the Pacific Time Zone, Bremer would have left ... uh ... 9:26 a.m. local time?
Sounds like he's trying to pull the Thanksgiving dinner in the middle-of-the-night canard...
