Here in MA, you don't have to give a social security number to register. You don't even have to offer proof of citizenship.

The form doesn't even ask if you are a citizen. Instead, buried in a tiny print paragraph just above your signature, it says by signing the form you certify that you are a US citizen.

When I went to get my license renewed, I was offered the chance to register -- even though I already am registered. I asked to see the form, and was amazed that the lady did not ask if I was a citizen and that the form does not ask it either. If you weren't looking for it, you would never see the line about certifying that you are a citizen.
